Mr Scott, there are Police and Crime Panels for all police areas. They
have been established under the Police reform and Social Responsibility
Act 2011. They consist of elected councillors and independent persons.
Cleveland’s Panel comprises elected members from the four Boroughs and
two independent persons. Panels are responsible for complaints about
Police and Crime Commissioners. Your complaint about the Cleveland
Police and Crime Commissioner’s proposed appointment of a new chief
executive, which you sent to various addresses including the media, was
referred to me by the Independent Police Complaints Commission. By law
our Police and Crime Panel has to consider it. That it will do, in
confidence, without the press and public and just panel members and
relevant Officers present. There is no requirement for any further

Also could you tell me what is referenced to two samples listed by reliance staff on that date 23 march 2009. IE. 99244864 and 99244564. As stated by them for crown court trial for burglary.

Mr Scott, I can confirm that the Panel considered you complaint at its
meeting last Friday. The Commissioner has appointed, by secondment, a
Middlesbrough Borough Council employee, Mr Chicken, not a councillor, as
his Chief Executive on a one year contract. The Commissioner is required
by law to have a Chief Executive. The Panel received information from
the Commissioner about the appointment and had the opportunity to
question him about it. The Panel also held a separate confirmation
hearing at which they questioned the appointee/secondee, Mr Chicken. The
Panel unanimously supported the appointment/secondment and the decision
taken by the Commissioner in that respect. They agreed that Mr Chicken
was an excellent candidate for the job/role. Taking this into account,
the Panel considered that the matter you complained about (the
appointment) had been resolved to the extent that it reasonably could
be, and that its handling of the matter had therefore been concluded. As
regards the other issue you raised about a meeting with the Elected
Mayor for Middlesbrough, the Panel decided that it was not a complaint
about the Commissioner and not therefore something which it could or
should consider. In view of this, I can confirm that the Panel’s
involvement with your complaint is at an end. David Bond.

The Professional Standards department for Cleveland Police have your complaint at the moment and I have noted you have also copied them into your email.

Under the terms of the Police Reform Act (2002), the IPCC has a statutory duty to refer any complaint it receives to the “appropriate police force” for consideration. The appropriate authority is the Professional Standards Department of the relevant police force. The appropriate authority is then responsible for deciding whether or not the complaint is formally recorded under the terms of the Police Reform Act.

In the vast majority of cases, the appropriate authority retains responsibility for investigating the allegations made, and attempting to resolve the complaint. However, at the end of this process if you remain dissatisfied with the actions taken by the Professional Standards Department (PSD) you may have the right of appeal to the IPCC which it will say in the outcome letter you receive from the PSD.

Please note that under the Police Reform Act 2002, the IPCC are required by law to forward any allegations of misconduct to the appropriate authority for consideration this being Cleveland Police. The appropriate authority would then make a recording decision and refer the matter to the IPCC if they felt it reached the mandatory referral criteria.

The IPCC cannot instruct another force to carry out an investigation. You could write direct to another force if you wished, however, I must advise you that they are under no obligation to consider the matter.

I've been convicted of a crime I DID Not do, With one conviction in 45 years,for burglary,After 23Attempts Failed to Convict me of Any Crime the Police in. #Teesside. Falsified the forensics Evidence against me and others,the detective Wrote how he Held the Forensics blood Evidence used in court to Convict me which is illegal. I Now Have Evidence of statements of Fact that the Cleveland police Detective DC1309 Did commit fruad by having the Blood Evidence at the police station when it was not supposed to be there,that he sent the only evidence of blood to forensics,which was linked to me by forensics,this is detrimental to the officer who admitted he sent,had hold of it,the only bloood sample linked to me,Against the Continuity of forensics whole Case,against me,the worst of it is 6 judges received it,CPS declared the written evidence in court,bmy defence seeen it,and did nothing about it,when I did telll them that my blood was Never found at any crime at all,all 16 witnesses for the prosecution. Did receive this evidence and desperately tried to cover this crime up,against all Laws in order to protect criminal eliments of the cleveland police,even my Own barrister keiran Rainey of fountain Solicitors was involved.
