Dear Mr Scott

I write further to your message of 18 August 2014 and to the holding replies sent by OPCC colleagues, most recently on 27 August 2014.

From the material in my possession (limited, specifically, to your message of 18 August and your messages to the PCC via social media) it isn’t clear to me precisely how the PCC might be able to assist with your concerns. As you will be aware, a Police & Crime Commissioner does not have power to investigate complaints against police officers under the Chief Constable’s direction and control; nor does the Commissioner have power to determine legal claims for compensation against the police force.

I would be grateful if you would write directly to me setting out clearly – and as comprehensively as you can – the concerns which you consider the Commissioner can assist in resolving. I will be happy to consider and respond to them.

In the meantime, having reviewed your recent entries on the Commissioner’s Twitter feed. As you may be aware, in common with many other public authorities, the Commissioner has adopted a policy on the responsible use of social media, aimed at ensuring that the PCC Twitter feed is an informative and effective way to engage with communities.

In particular, in order to ensure that Twitter is used in a way which accessible to all, is lawful and which does not cause harassment, alarm or distress to users, the Commissioner’s policy does provide for the OPCC to ‘block’ Twitter accounts in certain circumstances. Those circumstances include the use of offensive language or tone, obscenity or profanity and posting repetitive entries. With that in mind, I am concerned to note that since 4 August 2014 you have made in excess of 130 Twitter entries on the Commissioner’s feed and that several of those messages have contained obscene language and offensive references.

In those circumstances, I have made arrangements for your Twitter account to be blocked from contributing to the Cleveland PCC Twitter feed in accordance with the Commissioner’s published policy.

I stress that in so doing I look forward to hearing from you in correspondence directly, in the manner set out earlier in this email.

Erm I have Evidernce that Police Lost CCTV footage of the Security cameras Covering all Who handled Forensics in my case.
I’ve got a written statement of the arresting detective that he held the forensics blood sample that Convicted me.
I have Court testimony that blood sg4 was never at the station that DC Crawford said he Held,and sent to forensics.
I’ve got testimony that DC Crawford apposed his own Witnesses and porosecutions Whole Continuity case.
I’ve got Evidence that the whole Forensics case should have been QUASHED in light of the detectives testimony.
I’ve got a letter stating that at NO time did Forensics Evidence have Any security Considering it was the Main benefactor of the whole Burglary Trial in a Teesside Crown Court.
In fact the whole Evidence shows Cleveland Police Had NO CASE to Answer and its all BOLLOCKS what they did Use in a court of any Laws.

I have a statement that says the detective 1309 Alastair Crawford. who arrested me for burglary,did have in his posession,Forensics blood Evidence (sg4) used to convict me,at Teesside Crown Court,as you will be aware,his Own Prosecution witnesses denied that the blood(sg4) was with him at Middlehaven station,they also denied that blood(sg4) was never at middlehaven station,they also stated they never took Blood (sg4)from me at middlehaven station on the day of my arrest,they stated that blood went straight to HQ ladgate lane from northormesby station(forensics),as part of the continuity case against me at court.Doyou understand that its a Criminal Offence to alter forensics evidence before a court of law,what I’m Saying is that My blood was taken from me at middlehaven station,by g4S staff,on the day of my arrest,g4s didn’t log it,denied blood was ever at middlehaven station,dc Crawford stated he had the blood at middlehaven,which could only have been

Mikey Powell, a man without a criminal record, died in 2003 after police officers drove their car at him before spraying him with CS gas and restraining him.  After Jean Charles de Menezes was shot by police on the tube, we were informed that he was a “suspected terrorist” wearing a suspiciously heavy or padded jacket, with wires sticking out, who had run away from the police and jumped a ticket barrier.
